As of March 4, 2026, only 23% of the 89,799 registered children receive core clinical services. The remaining 77% wait without access to these individualized therapy budgets.
Foundational services are designed for all families registered with the OAP, regardless of their position in the core services queue. These include: caregiver-mediated early learning programs, family capacity building workshops, after-school social skills groups, and entry-to-school transition programs.
While foundational services provide valuable family support, they are not a substitute for the intensive, individualized clinical therapy provided through core services. Many families report that foundational workshops alone are insufficient for children with significant support needs.
