The HRTO adjudicates complaints about discrimination in education. Here is the procedural pathway.
Before filing with HRTO, document your complaints to the principal and superintendent in writing. HRTO applications are stronger when internal remedies were attempted first.
The Application Form (Form 1) is available at hrto.ca/applications. Read the instructions carefully before completing the form.
Describe the accommodation your child needed, the accommodation that was requested, how the school responded, and how the failure affected your child. Be factual and specific.
There is currently no filing fee for HRTO applications. Submit by email to registrar@hrto.ca or by mail. You will receive a file number upon receipt.
Most HRTO cases proceed to mediation before a hearing. Mediation is confidential and often results in a resolution. You may have a representative with you.
No. You can represent yourself (self-represent) at HRTO. However, legal representation or support from a disability rights advocate is recommended for complex cases. Community legal aid clinics can provide free assistance.
The HRTO process varies. Mediation typically occurs within 6-12 months of filing. If mediation does not resolve the matter, a hearing may be scheduled 1-2 years after filing. Timelines depend on case complexity and HRTO capacity.

How do I register for the Ontario Autism Program?
VerifiedTo register for the OAP, contact AccessOAP (1-833-425-2445) or create an account at accessoap.ca. You must provide a valid ASD diagnosis letter. Registration date determines your waitlist priority. Once registered, you can immediately access Foundational Family Services while waiting for Core Clinical Services.

Who is eligible for OAP funding?
VerifiedOAP eligibility requires the child to: (1) be under 18 years of age, (2) strictly reside in Ontario, and (3) have a written diagnosis of Autism Spectrum Disorder (ASD) from a qualified professional. Only children with a confirmed diagnosis can register; suspected cases must complete assessment first.

Where can I get an autism diagnosis in Ontario?
VerifiedDiagnoses are provided by psychologists, developmental pediatricians, or qualified medical specialists. Public hospital assessments are free (OHIP) but have 1-2 year waits. Private assessments cost $2,500-$4,000 and are faster (2-4 months). Both are accepted by OAP if they meet DSM-5 standards.
