What was counted, and what the count cannot do
Methodology
Counts are drawn from Ministry of Children, Community and Social Services via Freedom of Information request. The waiting count is registered minus active Core Funding Agreements.
Corrections
If an error is identified in the source data, counts are corrected and the update is noted with a new date and source.
Limitation
Counts are point-in-time as of May 13, 2026 and may change as Core Funding Agreements start or end. The four-step evidence chain sits with the downloads.

Methodological caution
Registered does not mean a child is currently receiving core services. 24,417 are enrolled, a broader measure than the 20,711 with an active funding agreement. Use all three terms together to interpret progress through the system.
