Ontario's Autism Program (OAP) Core Clinical Services fund the same RBT- and BCBA-delivered ABA that families pay for privately. The province funds authorized providers directly — families on the program do not pay for covered services out of pocket.

The problem is access. As of May 13, 2026, 71,263 children (77.5%) are waiting for OAP Core Clinical Services, with waits of 5+ years (ETWO analysis of MCCSS FOI data). That means most families registered with OAP today are privately funding the same therapy the province has committed to provide.

For a child receiving 20 hours per week of ABA, the out-of-pocket cost during a 5-year wait could exceed $300,000 at private rates — a cost most families cannot sustain.
