Why have OAP wait times increased so much?

OAP wait times have increased from 18 months in 2019 to 60+ months (5+ years) in 2025 due to three main factors:

  • Increased demand: More children are being diagnosed and registered each year
  • Provider shortage: There are not enough trained BCBAs and therapists to meet demand
  • Funding gap: OAP funding has not kept pace with growing demand—only $779M was budgeted for 2025-26 versus $1.35B (2020 FAO modelling)

In a 2020 modelling scenario, the FAO estimated $1.35B annually would be required to eliminate the waitlist at 2018-19 service levels.
