How many children are on the Ontario autism waitlist in 2026?

As of January 2026, **88,175 children are registered with the Ontario Autism Program**. [FOI] However, only **20,666 (23.4%)** have an active Core Funding Agreement. This represents approximately 280% growth in the waitlist since 2019, with over 67,000 children still waiting for essential funding.

How is OAP funding determined?

OAP Core Clinical Services funding is determined by a "Determination of Needs" interview. Based on age and support intensity, annual funding ranges from $6,600 to $65,000. This envelope must cover all eligible therapies (ABA, Speech, OT) and technology for the year.

Why Are Wait Times So Long?

Ontario's autism services waitlist has grown dramatically due to several systemic factors:

  • Provider Shortage: Ontario needs approximately 14,600 RBTs but has only about 2,100—a 86% capacity gap.
  • Funding Gap: The OAP budget of $965M falls significantly short of the $1.35B (2020 FAO modelling scenario) estimated to serve all waiting children.
  • Increased Demand: Better awareness and diagnosis rates have led to more children registering, growing the waitlist from 23,000 in 2019 to 88,175 by January 2026.
  • Training Bottleneck: At current graduation rates, Ontario universities would need 17 years to train enough BCBAs to meet current demand.

OAP wait times have increased from 18 months in 2019 to 60+ months (5+ years) in 2025 due to three main factors:

  • Increased demand: More children are being diagnosed and registered each year
  • Provider shortage: There are not enough trained BCBAs and therapists to meet demand
  • Funding gap: OAP funding has not kept pace with growing demand—only $965M was budgeted for 2025-26 versus $1.35B (2020 FAO modelling)

In a 2020 modelling scenario, the FAO estimated $1.35B annually would be required to eliminate the waitlist at 2018-19 service levels.
