OHIP and OAP eligibility

Most people who move to Ontario must wait 3 months before OHIP coverage begins. The 3-month clock starts from the date you apply for OHIP — not the date you move. Apply at a ServiceOntario location on the day you arrive.

During the OHIP waiting period, you are not eligible to register with AccessOAP because active OHIP is required. Consider private health insurance (Blue Cross, Sun Life individual plans) for basic health costs during the wait.

Exceptions to the 3-month wait include certain federal employees and members of the Canadian Armed Forces. Contact ServiceOntario (1-800-268-1154) to confirm your specific situation.

How Ontario compares to other provinces

BC Autism Funding provides direct annual funding (up to $22,000 for children under 6, up to $6,000 for ages 6–18) with no waitlist. This program ends March 31, 2027 and is being replaced by a needs-based BC Children and Youth Disability Benefit ($6,500–$17,000/year). Neither transfers to Ontario.

Alberta's FSCD (Family Support for Children with Disabilities) provides individual funding. Amount varies based on assessment. Does not transfer to Ontario.

Quebec's CRDI Network and other provincial programs are similarly non-transferable. Ontario uses a waitlist-based model with foundational family services available immediately and core clinical services requiring waiting.

Immediate steps when moving to Ontario

Day 1 — Apply for OHIP at a ServiceOntario location. Bring identity documents and proof of Ontario residency. The 3-month clock starts from the application date.

Day 1 — Confirm your child's diagnosis uses DSM-5 ASD criteria. Collect all assessment reports from your previous province. Contact AccessOAP (1-833-425-2445) to pre-confirm whether documentation is sufficient.

Month 3 — Start at AccessOAP.ca or call AccessOAP at 1-833-425-2445 (Monday to Friday 8:30am to 5pm ET) the day your OHIP card arrives. Your registration date is your OAP waitlist position. Do not delay.

Immediately after AccessOAP registration — access Foundational Family Services. These are free, available immediately, and include caregiver coaching, family-directed supports, and transition planning.

Blue Cross or Sun Life individual health plans can bridge that gap. They cover some drug, dental, and paramedical costs but generally do not cover ABA therapy at meaningful levels.
