Correction and publication note

I published "What They Thought I Needed" here on 7 September 2026 without naming the private individual. I am now publishing a named account concerning Rouhan Coutinho. I have replaced the earlier body with this note because some passages left out material qualifications, and some interpretations went further than the record supports.

I supplied the $65,000 figure discussed in the calls. He later reused it with a qualification about the amount. His claim about breaking provider contracts was followed by his own correction: he had encouraged the government to act. His answer about accountability continued with an explanation of the model of government. The recording does not settle whether another passage refers to a minister's office or a ministry's office.

I withdraw the word "grift" and the suggestion that his personal questions showed covert probing for leverage. The recordings do not establish that purpose. He said he was trying to help. He did not ask me for money, promise funding or offer priority over another child.

The original also overstated what transcription checks and timestamp records establish. I wrote to the Finance Minister's offices before sending Coutinho my written refusal that afternoon, not afterwards.

My earlier statements that I would not identify him or publish recordings no longer describe my publication decision. The named account quotes our three calls, in text and with short audio clips of the quoted passages. I did not ask him for comment before publishing it. I will add any substantive reply he sends, in full, and date any correction.

I have preserved the original text, including its 9 September update. Requests to examine it can be made through the contact page, subject to privacy and confidentiality protections. Preserving it does not mean I still endorse the passages corrected or withdrawn here.
